Tierra Busby
Board Vice President
Tierra is an Administrative Law Judge with the WA. State Office of Administrative Hearings and also Cowlitz County Superior Court Commissioner. With over 11 years of judicial experience and over 20 years of practice of law, she embraces public service and access to justice. She views mediation as a holistic method of resolving disputes with a preference to avoid the financial and emotional costs of court. A certified mediator since 1997, Tierra received her Juris Doctorate from the University of Oregon School of Law in 1998 and a BA in International Studies from the University of Washington in 1995. Residing in Longview, WA, Tierra has served as a founding board member of Lower Columbia School Gardens and the Longview Public Schools Foundation, as well as the Cowlitz Wahkiakum Legal Aid board and former Sister City Commission member. Tierra is an avid mountaineer, backpacker, and international traveler with living experiences in Japan and Thailand. Her most treasured role is that of mother to two gifted and inspiring young humans. Namaste.
Robert Falkenstein
Member-At-Large
Robert is a resident of Cowlitz County, spending more than 40 years practicing family law in Longview, WA. He started as a deputy prosecuting attorney and then moved to a partner at a local law firm, eventually establishing his own family law practice. Bob appreciates that the elements of negotiation in family law are also instrumental in mediation. He has served as a board member of the United Way of Cowlitz County and the Lower Columbia Mental Health Center. Bob even coached little league baseball for 15 years, while his sons played! Bob and his wife love to travel, spending time with their kids and grandkids. When they get the chance explore, Bob and his wife enjoy hiking and are always looking for the next adventure.
Jennifer Groberg
Board Secretary
Jennifer Groberg received her education at University of Puget Sound and Willamette University College of Law. She has practiced as an attorney in Chehalis since 2007, becoming a partner in the firm in 2015. Her areas of expertise include family law, adult guardianship and estate planning. Jen serves on a number of local boards, including Washington State Bar Association and Providence Southwest Community Mission Board. Jen also donates her time in her child's school classroom and is a lifetime Girl Scout! In her spare time loves to tap dance, read and spend time with her husband traveling and exploring new languages and cultures.
Luis Manzo
Board President
Luis serves as the Restorative Justice Manager at the Olympia Municipal Court, where he oversees initiatives aimed at repairing harm and fostering stronger community connections. A certified mediator, he is passionate about leveraging mediation to promote understanding and achieve sustainable conflict resolution. Previously, Luis was the Business Resources Manager at the Dispute Resolution Center of Thurston County, where he directed impactful programs, including the Eviction Resolution Pilot Program and Fair Housing & Renter Certification. With a deep commitment to supporting underserved youth, Luis brings extensive experience in case management and community engagement. He also coaches for the Chehalis Youth Soccer League and resides in Napavine with his wife, spirited daughter, and two basset hounds, Nixie and Rosie. In his free time, Luis enjoys antiquing, attending comic conventions, and collecting rare books.
Lyn Doehne

My name is Lyn Doehne and I have lived in Kelso, Cowlitz County since 1983.
I’m happy to be on the board of CMC since it lines up with what I strongly believe in and live by; being a help to others.
I have worked and served at Caring Pregnancy Center as office manager and counselor. I was at Longview Memorial Park as Family Service Counselor. I served with Cowlitz AmeriCorps for two years and enjoyed serving my community.
I also serve on the Board of Faithful Servants transitional housing.
I love my family and enjoy spending time with grandchildren and great grandchild.
I love traveling to find sunshine and natural energy.
Darla Carlson
Member-At-Large
Darla started working in Human Resources in 1988. She was fortunate to work for a large organization that provided her with great developmental opportunities: and development of employee training for the Americans with Disabilities Act and the Family and Medical Leave Act. Fourteen years of her HR experience has been in the healthcare field. I am currently the HR Manager at Community Integrated Health Services, a behavioral health organization that provides services in Lewis, Cowlitz, Wahkiakum, Pacific and Grays Harbor Counties. Darla completed her 40 Basic Mediation Training through our center in 2018. When she isn't cooking healthy recipes or reading thrillers, Darla loves spending time with her husband and dogs.
